it looks like the stig to me but cant be sure, anybody in a white racing suit looks the same

The car is astonishingly quick, its road legal it was tested by EVO in issue 80....666bhp/ton

Yes it was, and it is not official because it was never actually done during the show and with the stig driving.

For the Ultima GTR there are 3 different versions of cars you can buy that I am aware off.

$140,000 for the 800-horsepower package.
$1??,??? for the 720-horsepower package (the record braking package)

It goes down from there, as low as

$97,000 for the 400 horsepower package.
