The worst thing is, it is detuned to 219hp.
Are there some sort of emission control / taxes in place in Thailand? Or maybe some sort of kW tax?

Yes, here we have some kind of engine capacity and power tax barrier (220hp). That's why big cars (like S or 7er) here are really expensive. S500 costs 350,000 USD.

And that's the reason cars like the S280 exist. To give people in those places a more realistic choice.
