Yeah, the chances of Brunei having undiscovered oil at that time is possible.

Actually, the Brunei government actually provides their citizens the basic needs that they require, and they are pretty generous with grants, incentives and what not. It's not as bad as you think - although the wealth is concentrated into a small group of privileged people, they do distribute some of it -adequately, I might add - to the rest of the country. The people (well some of them, anyway) are living on welfare if they can't find work.
