I suppose replacing old paper/cardboard licences is just fine, but I already have a credit-card sized plastic one... on which it says "Driving Licence" in all the languages that were official in the EU back when I got it. I do look like some kind of thug in the pic, though...

But why they legislated for renewal of the licence every 10 - 15 years? That's not good. Additional costs for the citizens.
Currently my driving licence is valid till my 80th birthday. Which is not coming so soon.

PS: Money is there (in the pic) because the article was about frauds: some driving schools here were "selling" the driving licences - for a right price, they provided you a valid driving licence: without test driving and other tests done.

Do you have to carry your driver licence around with you everywhere you go while you are driving?

In the UK we have to show the police your driver licence within 48 hours!

Yes, although the police can confirm whether or not you have a valid licence by using your social security number.

When you are stopped by policeman here, you are asked to show him driving licence & a car ID booklet (data about car, car's owner, registratioin, insurrance etc).

In the case you don't have them with you at that mommnt and at that place you are fined with 10k SIT (= 50$ or 42€).
