HighestOfHigh, I believe you are asking the wrong question (no pun intended). I don't think the question should be how much power it will take to get a 0-60 time of 1 second, but rather what does it take to acheive such a number?
The AWD drive-train of the vehicles certainly helps to acheive it's sublime figures, but one must also remember that it's aided by a launch control system, etc.
Furthermore, tyres play a huge factor in aiding straight line acceleration.

I know that a Top Fuel Drag Bike can achieve a 0-60 time of less than one second, and I'm sure that top fuel dragsters are not that far behind. So if the question is - "What does it take to acieve that kind of acceleration?" there's your answer: Insanely light vehicles that have huge amounts of grip, downforce, power and the ability to consume several gallons of gas in one minute.
I think it's safe to say that the Bugatti has really pushed the envelope of what can safely be done in a road-worthy vehicle. You could probably shave time off its sprint through heavy use of composite materials and the introduction of even more power - but these street-legal vehicles will always have a certain amount of inertia, so I don't see the day where a road-going vehicle will ever topple the 1 second barrier. I think the 2 second barrier will someday be broken, but it could take a very, very long time before the engineering and market conditions are present to make that happen. I think if the VW team went to town on the Bugatti, and did all kinds of crazy stuff to spike it's off-the-line performance, we'd still only get a sprint that's .2 seconds faster than the 2.5 time the car already does.

The 2002 Lingenfelter Corvette with 802bhp and 866tq did 1.97, top speed 240 and that car also did 9.24@150.27 in the 1/4 all at at a curb weight of 3340 and RWD.
PS: I think that's what F1 cars can do in the 1/4.
Top Fuel drag racing is famous for vulgar displays of speed:0-60 in half a second, a quarter-mile in less than 4.7 seconds, and top speeds in excess of325 mph. It's an arena where brute force is worshiped, and the horsepower is so palpable it literally thumps you in the chest as the cars pass by. For most racing fans there is no better sight than watching two 8,000hp landmissiles blast down the track with victory and defeat separated by only a few hundredths of a second.
