Ok i did some research and i found this:

So i was wrong and it can be explained.
The external forces acting on the system are the weight of the hummer (W1) the weight of the ruler (W2) and the upward force of the ruler on the table (N). The two conditions of equilibrium are:
1- The vector sum of the external forces must be zero
2- The net external torque on the system about any axis must be zero.
I hadn't evaluated the picture correctly previously.
