No its not the same, its new completly developed engine with DFI(name?) injection.

But even with the old engine the 318i and 320i could be driven well past 210 km/h - in Germany at least.

More torque and horsepower. The old 118i made 129-horsepower while the new model makes 143-horsepower.

,the E46 when first launched the 318i had a 1.9l engine with 118hp without double vanos or valvetronic then the FL came with 318i having a 2.0l with double vanos,valvetronic and 143hp

That and the engine too and the automatic transmission as well. I suspect the engine and transmission are more to blame here. It just runs out of steam at those high speeds.
