In a nutshell -

IS-F: great drivetrain including smooth transmission, good ride and isolatory properties, but somewhat dead on-center steering; feels disinterested; lots of technology on offer.

C63: sharp steering, awesome power and torque (perhaps too much for some roads), feels the most like a racecar of the group; rock hard suspension, nearly flat-tops them into the ceiling; too tiresome for driving everyday.

M3: most involving to drive, with the best steering; seems to shrink around you; boring interior, lacks torque compared to the others, too common and badge stigma; the best all-rounder and the driver's choice.

RS4: great everyday car, Quattro stability for all conditions, phenomenally fast, feels torquier than M3 (but less so than the other two); isn't as playful as the rear-wheel-drivers.

As dr Dunkel mentions, the first M3 tests were done in Marbella, on the coast of the Mediterranean. Tom Ford noted the dusty roads in his first test, and I recall an Evo tester making similar comments (sand blown in from the beaches). That can lead to a glassy steering feel.
Tom loves the M3 (not its interior), but he loves the RS4 too. He won't name a winner here as he's shown a disdain for such "Top Trumps" attitude before. He is, if anything, consistent.
