I doubt if the 2010 car will be any different. Ferrari is back to where they were before Michael and Ross Brawn joined the team in 1996. This is end of the Ferrari era and the start of Brawn era.

Ferrari was one disorganised team before Brawn, Schumi arrived. 2007 and 2008 were not stellar by Ferrari's standard, I can say the decline started in 2007.

Sure, they have had a few tough years, but you're talking about a team who have been here for 60 years. They have had a few position shake ups too, don't forget. Brawn, and Schumacher single handedly picked pretty much all the people who make a difference on the car. The new squad needs to work in harmony, and they'll eventually get their sh!t together.
