Having seen hundreds of crashes, the chances of surviving with the seat belt on are significently increased. You will obviously still have some severe injuries. The seat belt also plays the role of reducing impact with the airbag. A person who crashes at that speed with no seat belt will fly directly into the expanding airbag which results in the complete destruction of the Cervical spine and death. This is a simple case of newtons law. Every action has an equal and opposite reaction. Massive deacceleration results in anything in the car not "tied" down flying forward. If you are not selt belted into position, you can go flying into the airbag and break your neck or go flying into the wind screen.

The seat belt WILL NOT slice you in half because of the way it is designed to transfer impact forces across your body. Notice how it runs across your ribs to reduce impact truama and also has its main holding point around your hips because these bones have the strognest structure out of any in the body. The seat belt may break many ribs but it will not slice through you.

Seat belt or no seat belt the driver proberly would have died. Having his seat belt on would have increased the chance of survial however. If I'm going to crash I wan the best chance of surviving.

Don't underestimate the importance of seat belts in any crash.
