I think the S-class would have taken out the award last year if the Commodore wasn't there. The S-class did win it back in 1999 because it was so advanced at that time. The W220 lifted the game to such a high level that MB can only make marginal improvements on the W221, as well as the fact that subsequent challengers from BMW and Audi have lifted their game as well, so when the W221 was launched it doesn't enjoy the level of technical advantage over its competitors as the W220 did.
I re-read the 2006 COTY issue last night and the judges pretty much said although the W221 is the best car there, they feel MB hasn't make significant progress with the new S-class, and it doesn't help when it is the most expensive car in its segment. Basically they didn't think the S-class is worth $30k more than the Audi A8, which was one of the finalist the year before that.
This award will do wonders for the C-class and its local sales, I bet the 3-month waiting list for the C-class will only get longer.
