In an effort to promote hydrogen cars and the infrastructure for them to operate, BMW is building a fleet of 100 dual-fuel 7 Series and giving them to influential people and institutions that will promote hydrogen. According to a BMW North America spokesman, the company has identified the 25 or so owners for the cars that are coming to the United States. Should be a VERY easy job for a third party. BMW isn't needed. Probably cheaper too.
