Vehicle inspection sticker gives away that this is a test car being run since last year. So it's no big revelation (sorry), just an 7 series prototype still driving around. Maybe it's testing some specifc equipment, though.

It looks like the upcoming 5 series. The C-pillar is too thin to be a 7 series..................

Don't let the thick rubber camo blankets fool you.
