It was not the car's security that failed but the security personnel.
It was the truck carrying the BMW that was stolen by the four asylum seekers.
If I read it correctly, they didn not managed to break in the BMW but instead the truck carrying the PM Blair's armoured car.
So BMW did not fail at all in the car's case, the BMW's and British human security for the transport of the PM's new BMW however did fail.
I bet the four asylum seekers could forget the chance now of ever getting an asylum or permission for a longer stay.
Even though if the BMW was stolen and lost, it's easy to track the car anyway since highly amoured cars always have GPS tracking system in it.
