I don't really believe much would happen if you honked at one of them on the highway as the guy was talking about. They probably aren't going to open fire on your car in the middle of the highway. Maybe I'm wrong, but I can just imagine you getting a threatening stare or some other intimidating gesture. If you honked at them in an empty alleyway, that would obviously be a different story.
