Again: mind that N54 & N64 engines are initially offered with very modest power output - leaving A LOT of maneuvering space for up-tunes in the future.
The power output could be easily boosted to 450+HP but why do that if customers are happy & satisfied with 407HP?

And also there is S85 V10 & the V12 engines which have to have some serious power advantage over V8 - to stand out & to offer some extra flair. So currently just over 400HP is an optimal setting for V8 TT. But in the future when new V12 & updated V10 engines are offered, when new models arrive, when competitors offer some serious rival engines, then it will be time to raise the bar again.
Mind that engine power outputs are marketing delegated, not showing "all the engineers can do". If it was all about engineers we would definitely get an 1000+HP BMW supercar.
