THis is talking about a water fuel cell which involves the combustion of water into hydrogen ions and oxygen molecules...

2H2O → 2H2 + O2 (the energy coming in the form of the H+ ions)

The reaction is designed so that is reversible and technically will last forever although eventually you will need to replace the water levels...

2H2 + O2 → 2H2O

So it creates a continous cycle to using water to create energy to propel the car then using the waste products to be turned into the source of the energy, a renewable fuel that is totally clean...
