I wasn't aware of that. Frankly, I can't believe it without seeing proof. Bugatti's engineers has enough trouble acheiving 1001PS!
The only way I could see that being a real option is if it weren't road legal (removal of emissions programs and what-not)

Certainly is. When the McLaren F1 was brought out, I recall Gordon Murray (and company) had much trouble selling them. Here we are 10+ years later and the concept of a million dollar car isn't so absurd after all.
