I think the British have a system where you can tell
when the car was registered instead of where - unless you have a personalized plate that is.
Here in Finland, we used to have a system where the first letter on the plate would tell which province the car was registered in, but it was deemed unnecessary and since the early 1990's the plates are just random letters and numbers (typically 3 letters - 3 numbers).
