Depends on price of diesel vs. petrol fuel witch varies from country to country due to taxation policies. Also some countries actually offer incetives, tax reduction for diesel cars/owners.
Also, if petrol is 3 $ in USA, it costs between 4 $ to 9 $ across Europe. If it's a better choice people will go diesel.
